In this Ordinance and in all Ordinances and Regulations laying down conditions for appearing in an examination of the University for a Degree or a Diploma or Certificate, either in general or for a particular examination, unless there is anything repugnant in the subject or context have the following meanings:

University Examination Guidelines
Comprehensive guidelines for examinations, conduct, and regulations
PART-I: DEFINITIONS
1.1 "Regular Candidate"
means the candidate who is studying in a full-time course running in the University in the respective academic year, and seeks permission for appearing in examination of the University as such.
1.2 "Ex-student Candidate"
means the candidate who has taken admission in the University as regular student and was not able to appear in the examination in the admission year or declared failed in the admission year or detained due to shortfall of attendance, indiscipline or any other reason and seeks permission to appear in the Examination in the next academic year.
1.3 "Detained Candidate"
means the candidate who has taken admission in the University as a Regular student but has not been permitted to appear in the examination due to a shortfall in attendance, indiscipline or any other reason.
1.4 "Failed Candidate"
is a person who has failed in any of the theory papers or in any other part of the examination.
1.5 "Registration Period"
means the period for which a candidate's Enrolment is valid.
1.6 "Forwarding Officer"
means any person authorized by the Registrar of the University.
1.7 "Attested"
means attested by the forwarding officer.
PART-II: ADMISSION OF VARIOUS CATEGORIES OF STUDENTS TO UNIVERSITY EXAMINATION
- Basic Requirement: No candidate shall be permitted to appear in the University examinations unless he/she is duly registered/enrolled with the University.

Application Submission: Filled up examination forms of all the candidates with the complete examination fees shall be forwarded by the Dean of the Faculty so as to reach the Controller of Examination on or before the last date prescribed for the purpose by the University.
Responsibilities of Dean of Faculty:
- Ensure candidate possesses minimum academic qualifications
- Verify attendance norms are fulfilled
- Confirm good conduct of the candidate
For Regular Candidates:- Application with examination fee and marks card fee to be forwarded by Dean of Faculty
- Head of Department/Faculty/Institution/School must certify that candidate:
- Possesses minimum academic qualification for the examination
- Has good conduct
- Detention Authority: The Dean of the Faculty or the Registrar of the University can detain a candidate from appearing in an examination if he/she have not paid complete fees and dues of the University.

Ex-student Requirements:
- 4.1: An Ex-student shall submit examination form in prescribed format before the last date notified by the University to the concerned Dean of Faculty
- 4.2: An Ex-student candidate shall offer the same subjects or optional papers that he had previously offered as a Regular candidate, notwithstanding changes in examination scheme by the University

Additional Detention Grounds: The Dean of Faculty may detain a regular candidate 15 days before examination commencement if the candidate:
- Does not pay outstanding dues
- Does not return university property and articles
- Does not pay cost of lost items (Sports/NCC equipment, uniform, etc.)
- Has unsatisfactory conduct

Examination Eligibility Requirements: No candidate shall be allowed to take Term-end/Annual/Semester Examination unless one has:
- Attended at least 75% of lectures delivered/practical or lab classes conducted
- Paid all prescribed fees and dues/fine imposed if any
- Obtained 'No Dues' certificate from all concerned sections
- Submitted internship Certificate/Project Report (where applicable)
- Received in-plant training (where applicable) as prescribed in syllabus
PART-III: GENERAL CONDITIONS
- Transfer from Other Universities: A candidate who has passed Bachelor's Degree Year-I or Year-II examination or Previous examination of a Master's Degree of another University may, with permission of the Vice-Chancellor, be admitted to the next higher examination, provided the course is equivalent.
- Expelled/Rusticated Candidates: No person who has been expelled or rusticated from the University or debarred from appearing at university examination shall be admitted to any examination during the sentence period.
- Late Applications: The Vice-Chancellor may, in special cases where delay is not due to lack of diligence and would cause great hardship, allow late applications with requisite late fees.

Admission Card Issuance: The Controller of Examination shall issue admission card if:
- 10.1: Application is complete in all respects and in order
- 10.2: Candidate is eligible and prescribed fees have been paid
- 10.3: For practical examinations held earlier than theory papers, candidate is not deemed admitted until admission card is issued
Admission Card Withdrawal (10.4): May be withdrawn if:- Issued by mistake or candidate not eligible
- Any particulars given or documents submitted are false, incorrect, forged or unsatisfactory
Additional Provisions:- Duplicate Cards: Available on payment of prescribed fee, marked "DUPLICATE"
- 10.5: Must produce admission card to enter examination hall
- 10.6: Candidates under disciplinary control of Superintendent and invigilators
- 10.7-10.8: Violent behavior or dangerous weapons result in expulsion and police involvement
- 10.9: Expelled candidates not allowed in subsequent papers
- 10.10-10.11: Full reports sent to Registrar and Vice-Chancellor for committee review
Disciplinary Actions
- 10.12: Vice-Chancellor may cancel examination and/or debar candidate for misconduct
- 10.13: Unfair means usage results in examination cancellation and debarment
- 10.14: Misconduct or record tampering leads to examination cancellation and debarment
- 10.15: False documentation or misrepresentation results in penalties

Fee Refund Policy (10.16):
- No refund for candidates unable to appear due to sickness or other causes
- Exception: Vice-Chancellor may order adjustment in exceptional cases with Chancellor's consent
- Full refund if candidate dies before examination
- Fees forfeited for fraudulent applications

Re-totalling and Revaluation (10.17):
- Application must reach Registrar within 15 days of result publication
- 5 days with late fees afterwards
- Must be accompanied by prescribed fee
- Maximum of two answer books for revaluation ordinarily
- One additional book in exceptional cases with Vice-Chancellor permission
- No revaluation for practical, field work, sessional work, class tests, seminars, presentations, group discussions
- Thesis revaluation allowed in exceptional cases without fresh internal assessment
- Migration Certificate (10.18): Not granted during expulsion, rustication, or debarment period.
- Duplicate Documents (10.19): Available on application with affidavit and prescribed fees. Migration certificate duplicates require proof of non-utilization of original.
- Merit List (10.20): First ten successful candidates securing more than 65% marks declared in order of merit.
- Grace Marks (10.21): Separate provision in concerned regulation for award distribution and grace marks regulation.
PART-IV: EXAMINATION FEES
- The examination fees for various courses under the semester/annual examination pattern will be as prescribed by the University from time to time.
- The Board of Management of the University with the concurrence of Finance Committee can change any fees or conditions for the examination as and when the situation warrants.
- The control of exam fees and other fees shall rest with the CFAO.
ORDINANCE NO. - 06: CONDUCT OF EXAMINATIONS
- Examination Arrangements: All arrangements for conduct of examinations shall be made by the Controller of Examination in consultation with the Examination Committee of the concerned Faculty.
- Programme Publication: The Controller of Examinations shall prepare and publish a programme specifying examination dates and last dates for application and fee submission.
- Staff Appointments: The Controller shall appoint appropriate number of Superintendents and Assistant Superintendents with Vice-Chancellor's approval and issue guidance instructions.
- Superintendent Responsibilities: Personally responsible for safe custody of question papers and answer books, and rendering complete account of used and unused materials.
- Supervision Duties: Superintendent shall supervise invigilators and conduct examinations strictly according to University instructions.
- Reporting Requirements: Send confidential reports about examination conduct, invigilator performance, and examinee behavior to Controller of Examinations.
- Financial Accountability: Responsible for maintenance and submission of accounts of advance money and expenditure incurred.
- Expulsion Powers: Centre Superintendent can expel examinees for:
- Creating nuisance or serious disturbance at examination centre
- Showing seriously aggressive attitude towards invigilator or staff
- May get police assistance if necessary
- Invigilator Appointments: Only university teachers shall be appointed as invigilators unless otherwise directed. Can also be drawn from other educational institutions.
- Identity Verification: Centre Superintendent must ensure examinee is the same person who filled application form and verify signature matches.
- Entry/Exit Rules:
- No examinee shall leave within half an hour of examination start
- No late entry after half an hour of commencement
- Temporary Exit: Maximum 5 minutes temporary exit allowed. If not returned within limit, re-entry requires convincing explanation.
- Talking During Examination:
Warning given first. If continues talking, first answer book withdrawn and second supplied. Only second answer book sent for valuation.
- Alternative Writing Arrangements: Controller may appoint alternative person to write for candidates with physical disability, severe short-sightedness, or sudden illness (with medical certificate). Alternative person must have qualification one class lower than examinee and not be relative.
Unfair Means Procedure
- Examinee called upon to surrender objectionable materials including answer book
- Memorandum with date and time prepared
- Statement of examinee and invigilator recorded
- Fresh answer book marked "Duplicate Using Unfair Means" issued
- All materials and evidence forwarded to Registrar in sealed registered packet
- Both answer books sent to examiner for separate assessment
- Cases examined by committee appointed by Vice-Chancellor
- Examination Cancellation: Vice-Chancellor may cancel examination if satisfied about question paper leakage or other irregularities.
- General Instructions: Controller of Examination may issue guidance instructions for Examiners, Superintendents, Tabulators, and Collators with Vice-Chancellor approval.
- Rules Modification: Board of Management may make, alter, or modify examination conduct rules on Academic Council recommendation.

Results Committee Functions (Section 19)
- Scrutinize and pass examination results ensuring conformity with usual standards
- Scrutinize complaints against question papers and take necessary action
- Decide cases of candidates who answered wrong paper
- Decide cases of lost answer books in transit
- Decide cases of mistakes made by examination personnel
- Exercise powers delegated by Academic Council and Vice-Chancellor
- Communication: Any candidate communication regarding examination paper shall be made in writing to Controller of Examinations directly.
- Preferential Treatment: Any attempt to secure preferential treatment shall be reported to Controller who will place matter before Vice-Chancellor and appropriate forums.
- Document Disposal: Examination answer books and mark documents (except tabulated results) shall be destroyed after 6 months from result declaration date.
- Result Publication: Controller of Examinations will publish results as passed by Results Committee on university notice boards and communicate to Heads of School/Faculty/Institutes/Centres. Result Committee can rectify clerical or calculation errors with Vice-Chancellor approval.
- Remuneration: Payment and deductions for Examiners, Superintendents, Assistant Superintendents, Invigilators, Tabulators, and Collators decided by Board of Management in consultation with relevant committee.
- Revaluation Process: Answer book sent to two examiners (other than initial evaluator) for revaluation by Controller of Examinations.
- Revaluation Marking:
Average of nearest two of three valuations (one initial + two revaluations) taken as corrected marks. If revaluation marks deviate by 10% or more on higher side from initial valuation, average of two revaluated marks considered; otherwise no change in initial evaluation.
- Record Maintenance: All examination records maintained for maximum six months from result declaration date except tabulation chart/master cross list/grand chart reflecting marks statement of all examinations, which shall be permanent university documents.
- Uncovered Matters: Any matter not covered above will be dealt with according to concerned/relevant Regulations which shall be amended from time to time.
